How to avoid garbage characters in text files

I downloaded a text file in Japanese to a Windows 10 system and the characters were all garbage. What plugin or functionality is needed in Windows 10 to display the Japanese characters correctly?

Browser was Mozilla Firefox latest version.

  Hello,

  If this is still a current question: What type of file did you upload? A flat text file.

  You need to go to "Settings" choose your file format and configure the "encoding" to be used. If this is Japanese text you likely need to choose one of the Japanese encodings.
