Insert Inline tags

What do the circled numbers refer to in the "Insert Tags" box? 

I don't think they refer to the number of characters, words or font. I'm just curious. 

 

Also, is it possible to skip the following step when I create the final doc?

  Hello Jessica,

  those numbers are just internal labels.

  It is not possible to finalize document before you fix misplaced tags.

  If I request for customization (not to fix misplaced tags before finalizing doc) for the on-premises installation, is it possible?
