How to handle tags

When I want to insert a tag (ctrl T) I get the entire thing (the beginning tag and the end tag), with a very annoying mini frame around one of the tags. I can't see where my cursor is AND I can't place my cursor inside the tags to enter my text! Please explain how to deal with tags step by step.

  Hi,

  use keys Alt+I please, I am able to insert tags and write between them.

  What do the circled numbers refer to in the "Insert Tags" box? 

  I don't think they refer to the number of characters, words or font. I'm just curious.
